2013 NATIONAL AGE-GROUP CHESS CHAMPIONSHIP
QUALIFYING LEG


ORGANIZED BY : National Chess Federation of the Philippines

OBJECTIVE : To select qualifiers to the Grand Finals of the 2013 National Age-Group Chess Championships. Grand Final winners will represent the Philippines in the 2013 ASEAN+ Age-Group (Bangkok, Thailand, June 8-17) and 2013 Asian Youth Chess Championships (Mashdad, Iran, June 20-27).

VENUE : Cadiz City, Negros Occidental Multi- Purpose Hall

DATE : January 9 – 12, 2013

TOURNAMENT RULES AND REGULATIONS

I. ELIGIBILITY

A. The tournament is open to all youth players (20 years old and below), who are members in good standing of the National Chess Federation of the Philippines (NCFP).

B. Participants must submit a copy of his/her birth certificate or baptismal certificate as proof of age.

C. Registration Fee is Two Hundred Pesos (P200.00) and Three Hundred Pesos (P300.00) as NCFP Membership Fee.

CATEGORIES :
A. 20 & Below (Boys & Girls) – born on or after January 1, 1993
B. 16 & Below (Boys & Girls) – born on or after January 1, 1997
C. 14 & Below (Boys & Girls) – born on or after January 1, 1999
D. 12 & Below (Boys & Girls) – born on or after January 1, 2001
E. 10 & Below (Boys & Girls) – born on or after January 1, 2003
F. 8 & Below (Boys & Girls) – born on or after January 1, 2005

II. TOURNAMENT FORMAT
A. Six (6) to Seven (7) Rounds Swiss System (depending upon the number of participants) for each category.
B. The top two (2) boys and top two (2) girls from each category shall advance to the Grand Finals together with the seeded and qualified titled players.

III. TOURNAMENT RULES

A. The tournament shall be governed by the FIDE Laws of Chess.
B. Time control shall be ninety (90) minutes (1½ hours) with 30 seconds increment for each player to make all the moves necessary to finish the game using the digital clocks or One Hundred Twenty (120) minutes (2 hours) using mechanical clocks.
C. Recording of moves in Algebraic notation is mandatory.
D. Penalty for illegal moves claimed by the opponent:
1. 1st Offense – additional two (2) minutes thinking time for the claimant.
2. 2nd Offense – additional two (2) minutes thinking time for the claimant.
3. 3rd Offense – loss of the game by forfeiture.
E. The use of cellphones and other electronic means of communication while the game is in progress is prohibited. A player who will violate this provision shall lose his/her game by forfeiture.
F. The basis for the initial ranking of players shall be the latest published NCFP Rating List.
G. Pairings shall be generated by the Swiss Manager pairing program. NO PROTEST ON PAIRING shall be entertained.

IV. REGISTRATION / PAYMENT

Registration can be done on-line.
Please download and fill-out the registration form and email at ncfpsecretariat2012@gmail.com (including the scanned copy of payment receipt).
Payment can be made through the peso account of NCFP or on-site until January 8, 2013 or one day before the actual tournament.

V. DEFAULTING TIME

Defaulting time is SIXTY (60) MINUTES after the start of each round.

VI. TIE BREAKS

The following tie-break systems, in descending order of priority, shall be applied to determine the final ranking of players in each category.

1. Direct encounter
2. Buchholz System
3. S.B. System
4. Progressive sum of cumulative scores
5. More number of won games

Nabasa ko lang sa post ni Marlon B sa FB na yung original venue eh affected by flood due to recent typhoon, and last minute Cadiz City
was able to accomodate, with help on coordination / funding from chess leaders and supporters.

Dun din sa last attended na 2012 elim legs eh may Divisions na less than 10 players. Sa case ng Luzon this 2013 eh as posted
earlier the Pangasinan leg is overlapped with Palaro regionals, and the other one would be in Bicol.

It has also been opinion / idea to have a form of NATIONAL POOL for our perennial Age Group champions, and to some extent
ang application nito eh the seeding of titled, young masters in the advanced stages.

I don't get it.

National Age Group.

NCR having the biggest concentration of the top players, at least for the 12u kiddies.

Pero walang NCR leg. Meron kung saan saan. Wala sa NCR.

A Northern Luzon player asked me in FB kung saan daw venue ng Luzon North elim leg sa Bulacan? Eh ako pala huli sa balita.
When I checked NCFP site, the Luzon North is now listed in Bulacan, and Luzon South in Laguna! I've sent sms inquiries
to friends, but no clear replies.

So, sakin applicable pa rin ang general rule na habang wala pang published rules and regulations sa NCFP site,
eh di pa confirmed yung event... let's wait and see!

Next one is Mindanao leg in Gen San Jan 31 - Feb 3. Lagare NCFP staff ha, from PSC Cup to Zonals then GenSan, buti may naisisingit na
updates sa NCFP site, like the UAAP.

Bulacan leg conflicts with Palarong Pambansa NCR meet. Sana the Bulacan leg can be rescheduled.

Mukhang for Luzon leg eh isa na lang sa Malolos,Bulacan :

Luzon Leg Elimination March 2-5, 2013 Malolos City, Bulacan Province, Capitol Gymnasium Standard

Mas konti na siguro 'sagasa' dyan, 2 of the playing dates ay on weekends, just have to 'excuse' from classes for 2 days, after the Palaro regionals
and sa tingin ko naman eh wala pang 4th quarterly exams kapag early March...?

Cannot please everybody or meet all expectations, Luzon players & Coaches/Parents eh make plans na if want to compete.

May nakapansin na chess parent na masyadong malapit ang Natl Age Group finals kung April 11-19 while ang Palarong Pambansa sa Dumaguete pa eh April 21 to 27, walang
enough time for Palaro rules for requirement of interview of the athlete etc.

Isang solusyon diyan eh interchange yung dates ng Natl Juniors finals saka Natl Age Group finals, gawing mas maaga yung Natl Age Group, like yung April 1-10 dates...

Sana ma address agad to avoid confusions...
