Its Philippine Chess Live Rating, patterned after hans World Chess Rating which gives the updated rating of the elite players (almost daily). Its unofficial but relevant, take for example the Magnus Carlsen case, had FIDE acknowledge his result from Foros and updated the rating base they released last July on which the said tournament could (and should) have been rated, the kid might end up as World Number 2!!! Any significance?
Yup! Had Carlsen rating been placed after the Foros tourney have been added, future tournaments of his would be rated base on this and rating-wise, the kid would have harder time adding more points to this rating.
For example, on the ongoing Biel Tournament, he needs to score this much point to maintain his rating, but if his rating would be based on the "live" one then he needs to score more just to maintain the rating. With the exclusion of Foros, we might see the fifth man (or is it first kid) to bridge the 2800+ rating level after Kasparov,Kramnik,Topalov and Anand.
BTW, the RP list is actually not updated as the date suggest, there are also some errors and some tournaments are not included.
